Proudly Serve the People of Pharr and Elsa. We do offer Mobile Notary Services to areas of Hidalgo and Cameron County. Please note Travel fees may apply.

For In Person - Notary Services Only, we accept Cash, Debit, Credit and Checks. Checks must be made out to "City Finance Insurance and Notary".

Checks not Accepted for Mobile.

The Notary Agent is only fluent in English with a very minor understanding of Spanish. Due to the nature of affirmation if you require service in a more fluent language, please visit another notary.

El Notary Public solo habla inglés con fluidez. Debido a la naturaleza de la declaración, si necesita servicios en otro idioma, consulte con otro Notary.

In Person Appointments to the Pharr Office will NOT incur travel fee's during regular business hours.

A notary is a person of integrity who is appointed to act as an unbiased witness to the signing of an important transaction and to perform a notarial act, which validates the transaction. A notary’s primary purpose is to prevent fraud and forgery by requiring the personal presence of the signer and satisfactorily identifying the signer. 

A Notary Public is NOT a licensed Attorney, I cannot give out legal advice nor prepare legal documents.

A valid Government ID (Must include Photo, Signature and Physical Description), in lieu of this a Creditable Witness with a valid form of ID can be affirmed to verify your identity. 

In Texas, a notary is permitted to make certified copies of these types of documents (but only when the original document is presented):

• Diplomas
• Personal letters
• Bills of sale
• Medical records
• Contracts
• Entries from the notary’s record book
• Insurance forms
• Student permission forms
• Travel forms (but not an immigration form)
• Invoices
• Lease agreements
• Personal documents
• Consent forms
   

In Texas, a notary may NOT make certified copies of these types of documents:

• Social Security cards
• Car titles
• Deeds
• Wills
• Birth certificates
• Death certificates
• Marriage records
• Divorce records
• Certificates of citizenship
• Certificates of naturalization
• School transcripts
• Federal and state income tax forms
• Any document recorded in the public records
• Any document filed in a court proceeding
• Any document on file with a government agency
• Any document for which copying is prohibited
